Seoul’s Night Economy Plan: What the Data Says It Gets Right and Wrong

In August 2026 Seoul did something London, Sydney and Berlin did years ago: it decided the night is an economy worth planning. The city’s new night strategy runs from 6pm to 6am and sets three targets for the next five years: ₩5 trillion in extra night spending a year, 30 million foreign visitors, and more than half of small business sales taking place after dark. This piece looks at what the plan contains, where the data says Seoul’s night is strong, and where it still breaks down.

What the Plan Actually Does

The measures are practical rather than glamorous. Sports facilities stay open until midnight. Eight museums and galleries move from one late night a week to five. Night markets grow from five this year to 25 by 2028, every district gets a night attraction, and four landmarks, DDP, Namsan, Gwanghwamun and the Han River, become anchors. Busy night hubs get AI crowd detection cameras and a 150 person cleaning team, and a new Seoul Night Economy Committee and a night economy ordinance, effective January 2027, give the night a place in city government.

Read as a table, the plan is less about nightclubs than about ordinary places staying open later: markets, riverside spots, museums and sports centres. That is closer to how London and Sydney have approached the night, treating it as public space rather than only as entertainment.

The Visitors Are Back

Seoul’s visitors came back, almost to 2019

The demand is there. Foreign visitors to Seoul fell to 2.19 million in the first eleven months of 2022 and recovered to 12.12 million over the same months of 2024, 95% of the 2019 level. Korea as a whole passed its 2019 record in 2025. Neighbourhoods have shifted with them: Seongdong district counted 29 million visits to Seongsu in 2024, more than 3 million of them by foreigners.

Recovery has not been even. After the 2022 crowd crush, footfall in Itaewon 1 dong stayed between 71.9% and 75.6% of its pre disaster level through the first half of 2023, according to 서울시·KT 생활인구 via SBS Biz, Jun 2023. The new plan’s crowd management measures are a direct response to that night.

Every night economy depends on the trip home, and this is where Seoul is thinnest. The city runs 140 night buses on 14 routes, against roughly 7,000 buses in the day. The 2022 taxi shortage forced emergency measures, from lifting the 45 year old rotation rule on private taxis to moving the late surcharge to 10pm. In our own survey of 343 people, more than half had missed the last train, and transport cost was one of the complaints Korean respondents raised most often. The plan’s new 반딧불이 bus linking Hongdae, Gwanghwamun, DDP, Myeongdong and Gangnam is a start. London has run the Night Tube since 2016, and its first night alone carried more than 50,000 journeys, according to TfL, 2016.

The cultural side of the night is growing on its own. Average attendance at Hongdae’s Live Club Day rose from 600 in 2023 to 987 in 2025, a 65% increase, with support from a private foundation rather than the city. In our survey, Korean and foreign respondents shared the same venues, with Itaewon visited by 79% of both groups, but wanted different things from them: Koreans leaned to house and techno, foreigners to hip hop and R&B, and both found VIP table pricing hard to justify.

London puts its night at more than £139 billion a year and is replacing its night czar with a Nightlife Commission. UK night time spending in 2022 was already above its 2019 level. New South Wales now values its night at almost A$110 billion. Berlin’s club scene alone drew an estimated €1.48 billion from club tourism in 2017, according to Clubcommission Berlin, 2019 study of 2017 data. Seoul’s ₩5 trillion target is modest by comparison, which is the point: it is a first step for a city that has only just started counting.

What This Means for Professionals

For anyone working in hospitality, events, tourism or brand marketing, the plan is a signal of where public money, licensing attention and footfall will go over the next five years: night markets, waterfronts, extended museum hours and the five hubs the new bus links. For everyone else, it is a reminder that a city’s reputation is built after dark as much as during office hours, and that the people who plan for the night tend to be the ones who get to shape it.

Well after midnight at a Seoul bus stop, a Korean woman looks down the road for the late bus home.
Getting home is still the weak link in Seoul’s night. The plan’s answer is a new bus linking five hubs.
서울의 밤에서 귀갓길은 여전히 약한 고리다. 계획의 해법은 다섯 거점을 잇는 새 버스 노선이다.
